Michelle R. Mosby-Scott
Founder and Managing Member
Michelle R. Mosby-Scott is the founder and Managing Partner of the firm Allison & Mosby-Scott where she heads the firm’s Family Law practice and leads and directs the firm’s overall practice. Michelle limits her practice to the area of family law. She regularly represents clients in divorce/dissolution of marriage, child custody, child support, pension division, removal, maintenance/alimony and post decree matters. She has tried hundreds of family law matters during the course of her practice. From this Michelle has developed excellent skills both in trials and negotiations which she leverages to the benefit of the firm’s clients.
Michelle is proud that most of her clients have been referred to her by previous clients or fellow attorneys. These referrals recognize Michelle’s experience, commitment to aggressive representation and focus on achieving client goals. Michelle knows that going through a family law matter is difficult and provides each client with the personal attention they need to accomplish their goals.
A native of Illinois, Michelle R. Mosby-Scott grew up in Southern Illinois. She obtained her Bachelors of Arts Degree from Eastern Illinois University. Michelle then attended Southern Illinois University where she obtained her Juris Doctor. In law school, Michelle served as Survey Editor of the Law Journal and was selected to participate in the Moot Court program her second and third years. Immediately after graduation, Michelle relocated to Central Illinois where she began practicing law. Michelle founded the law firm of Allison & Mosby-Scott in 2000 with William Allison.
Michelle is a published author and has held leadership positions in the Illinois State Bar Association and the American Bar Association. In 2016 Michelle was selected for membership in The National Advocates: Top 100 for the state of Illinois. Membership in The National Advocates: Top 100 is limited to the Top 100 Lawyers from each state or region who serve individuals and families in the legal system.
Michelle and Michael, her husband of over two decades, have three children and live in Bloomington, IL. Michelle enjoys spending time with her family and friends and travel.

The Clara Barton Society is a select group of philanthropic leaders who help ensure that the Red Cross will always be there to save and rebuild lives. Society members join in the humanitarian heritage that Clara Barton began when she founded the American Red Cross more than a century ago and embody her spirited approach to helping others.

Michael T. Scott

Michael T. Scott is an attorney and partner at Allison & Mosby-Scott where he heads the firm’s Business Law, Estate Planning and Personal Injury practices and serves as President of Allison & Mosby-Scott Risk Management, the firm’s risk management consulting practice. Michael’s practice areas include business and commercial litigation; business organization and transactions; mergers and acquisitions; ERISA; contracts; crop insurance, captive insurance company taxation, formation and regulation, estate planning and personal injury. Michael leverages his 24 years of legal experience and his unique skills as a strategic thinker and problem solver to help clients solve complex legal issues and to achieve their strategic goals.
Prior to joining the firm, Michael was Vice President, Insurance & Risk Management at Archer Daniels Midland Company (ADM) and President and General Counsel of Agrinational Insurance Company, the captive insurance company of ADM. Under his leadership Agrinational became one of the most admired captive insurance companies in the world. Agrinational was named the 2012 Captive Insurance Company Association Outstanding Captive award winner as well as the 2012 World Captive Forum Award of Excellence winner. Agrinational was also one of the first companies to receive Department of Labor approval to reinsure US employee benefits.
Michael also has extensive experience in business formation, mergers and acquisitions and regulation. He oversaw the acquisition of a crop insurance MGA, its growth to $550 million of gross written premium, and ultimately its sale for a gain of $120 million. He was also responsible for the formation and operation of an Illinois captive insurance subsidiary and the acquisition and operation of an Arizona insurer licensed in 42 states.
Michael is a frequent speaker on risk management, insurance, and captives and is a published author who has served on many boards. He is a faculty member of the National Alliance for Insurance Education, he served as a Director and member of the Audit Committee of United Insurance Company, a Cayman Island insurer, served on the Chubb and Swiss Re Client Advisory Panels and currently serves as a Director for the Captive Insurance Companies Association. He has also served in leadership roles at the American and Illinois State Bar Associations.
Prior to his time at ADM, Michael served as a corporate attorney for State Farm Insurance Companies in Bloomington, Illinois. In addition to being licensed to practice law in the States of Illinois and Vermont, Michael holds the CPA, CRM, CPCU, CLU, ChFC, FLMI, ARM, ARC, AIC, AMIM, ARe, AIAF, AU, and CGMA designations. He is also a member of the Lawyers of Distinction and has been recognized as the Top 100 in business law by the Association of American Trial Lawyers. He is a graduate of the University of Illinois and Southern Illinois University School of Law.
Michael and Michelle, his wife of over two decades, have three children and live in Bloomington, IL. Michael enjoys golf, sports with his kids, and travel.

Angela K. Skinner
Attorney at Law
Angela K. Skinner is an attorney at Allison & Mosby-Scott where she heads the firm’s Appeals and Creditors’ Rights practices. Angela’s practice areas include appeals, creditors’ rights and family law. Angela uses her experience and knowledge of the law as well as her courtroom skills to help clients achieve their goals.
A lifelong resident of Central Illinois, Angela K. Skinner grew up in Normal, Illinois. Angela graduated from Illinois State University in 2009 with a Bachelor of Arts in History, and she also completed a Master of Arts in History from Illinois State University in 2011. Ms. Skinner then attended the University of Illinois College of Law where she earned her Juris Doctor magna cum laude. While in law school Angela served as an editor for the renowned Elder Law Journal and completed numerous internships, enhancing her knowledge of various areas of the law and honing her courtroom skills. She worked as a legal intern at Allison & Mosby-Scott following her second year of law school.
Following graduation from law school, Ms. Skinner worked as an adjunct instructor for the University of Illinois College of Law, teaching legal writing and research to international students prior to joining Allison & Mosby-Scott

Derek J. Luster
Attorney at Law
Derek J. Luster is an attorney at Allison & Mosby-Scott where he practices business law, as well as providing risk management consulting for the firm’s risk management consulting practice, Allison & Mosby-Scott Risk Management. Derek’s practice areas include business and commercial litigation; business organization and transactions; mergers and acquisitions; ERISA; agreements and contracts; captive insurance company taxation, formation, and regulation; real estate; and wills, trusts, and probate. Derek leverages his 10-plus years of legal experience and his broad knowledge-base to assist clients in resolving complex legal and business issues so they may reach their goals.
Prior to joining the firm, Derek was Senior Counsel, Mergers & Acquisitions at Archer Daniels Midland Company (ADM), a publicly-traded, Fortune 50 company. While in this role, Derek was entrusted with handling extraordinary large and complex cross-border transactions, including a $3 billion acquisition of a European flavorings business, the $1.3 billion sale of ADM’s cocoa processing business to a sovereign wealth fund, the $400 million sale of ADM’s chocolate business to a direct competitor of ADM and the $120 million sale of ADM’s Crop Risk Services to a private buyer. Before taking on the role of Senior Counsel, Mergers & Acquisitions, Derek served as Senior Counsel – Business Law at ADM, handling multiple sensitive and complex transactional and commercial issues.
A native of Central Illinois, Derek grew up in a small farming community prior to attending college at Southern Illinois University Carbondale. When enrolled there, he received a Bachelor of Science in Finance, with specializations in both Investments and Banking, and a minor in Accounting. Derek then attended Southern Illinois University School of Law while also working for ADM’s Insurance and Risk Management Department.
Derek and his wife, Alexandra, have two dogs and he has been a life-long resident of Illinois. He enjoys spending time with family and friends, hunting, outdoor activities, and travel.

Michael L. Fenger
Attorney at Law
Michael L. Fenger is an attorney with Allison & Mosby-Scott. Michael’s practice focuses on estate planning and probate, family law & civil litigation. His practice areas also include creditors rights, landlord tenant law and mechanic’s liens. His litigation experience allows him to assist clients in these practice areas throughout Central Illinois. His ability to analyze the issues, engage in high conflict & high asset negotiations often allow him to bring cases to a successful conclusion in advance of trial. However, his litigation experience has yielded excellent results for his clients when settlement cannot be achieved.
Michael was born and raised in Bloomington. He graduated from Illinois Wesleyan University in 2012 with a bachelor’s degree in political science. Michael then went on to get his J.D. from Chicago’s John Marshall Law School in 2015. While in law school Michael was active in John Marshall’s Fair Housing Legal Clinic and garnered courtroom experience with his 711 certificate with the Cook County Public Defender’s Felony Trial Division. Michael began his career in private practice in Macon County where he represented financial institutions in creditor’s rights matters. Michael has continued his work in civil law and has had a growing concentration in family law since 2016, in large part due to his success in that arena.
Michael enjoys spending time with his family and is an avid Chicago Bears and Chicago Cubs fan.

Matthew E. Butler
Attorney at Law
Matthew E. Butler is a seasoned attorney and litigator with Allison & Mosby-Scott who has been zealously representing clients for six years. Matthew concentrates his practice on DUI, traffic, family law, and juvenile abuse and neglect cases. His practice areas also include creditors rights and landlord tenant disputes.
Matthew was born and raised in Bloomington. He graduated from Illinois State University in 2004 with a bachelor’s degree in Spanish. Matthew also received a Master’s of Arts degree in Spanish from Illinois State University in 2007. Matthew graduated from Southern Illinois University School of Law in 2012 with his law degree. While in law school, Matthew interned with the McLean County State’s Attorney’s office. He started his career as an attorney in McLean County litigating creditor’s rights and criminal defense matters. Matthew has also practiced as an assistant Public Defender in Macon County handling criminal defense cases as well as juvenile abuse and neglect cases.
In his free time he enjoys fishing, playing guitar and spending time with his wife.
